According to the concept of federalism, there is a strong federal or central government. In case of America, one factor that has allowed the federalism to shape the political behavior of America was the creation of the executive branch of the government. The executive branch of the government includes the President of the United States. The main responsibility of the executive branch is to enforce the policies that have been introduced by the other two branches of the central government. An example in this regard can be given of the situation where a ruling has been made by the judicial branch regarding the constitutionality of a particular law introduced by the Legislature and in such a case, the responsibility falls on the executive branch of the government to make sure that new policies have been implemented in this regard. The US Constitution provides for Federalism but the situation was not the same in the past. Therefore it can be said that in the course of American history, federalism has also evolved (Zuber, 2011, p.44).The first system of federalism was the dual federalism. According to this system, the responsibilities of the state governments and the national government have been classified. Dual federalism was mainly based on the Tenth Amendment according to which the states enjoy all the powers that have not been given to the federal government by the Constitution. In this way, in case of dual federalism, while most of the matters were entered by the states themselves, the federal government has a responsibility to deal with issues related with interstate commerce and national defense (Watts, 2003, p.13). Dual federalism was used in the USA for a long time but during the 1930s, new federal legislation was introduced by the New Deal which implemented many programs and policies aimed at reviving the economy of the country. As a result of the Great Depression, the federal government was dealing with the areas in which it had not ventured before (Abele and Prince, 2003, p.135).
