Introduction of Law and order by statute, administration through minister’s are among the plans of Alexander. As a part of plan, few ministers were appointed to renovate the college system and also to interchange their activities and scope of area. Though in the initial stages, it was successful, but there was great criticism against misuse and high-handedness by Central government, due to this, some of these actions were not resulted as expected. Again the ministers were addicted as like earlier faults and the functioning of the ministers were compromised. It has almost impossible for changing the system and to bring uniform and strong Government and administration. As such, the steps taken for overall improvement of the country and the resources could not be taken ahead. At this stage, he considered to have complete new system and to bring everyone and everything under control. Accordingly, in 1809, Tsar instructed for radical reforms and taken dire decisions in all the areas like legislation, judicial system, administration, etc. Further, he got a detailed and clear framework. Because of this common legislation, everyone in all departments was brought under one control and should have to follow as per the pre-designed frame work. After having reply from the Tsar; the ideas suggested by State council and ministries are becoming Law. However, there should not be any law being made without Central confirmation (The Russian state Statistics and the Challenges, n.d.).
