The proposed project for Energy East Pipeline falls within the NEB jurisdiction which is a federal agency of regulation. This agency exercises jurisdiction on oil and gas pipelines across the province and internally. Pipelines being constructed, designed, operated, abandoned or converted under the jurisdiction of NEB have to comply under the NEC Act and National Energy board onshore pipeline regulation act (Erickson et al., 2014). A mandatory requirement here is to adhere to the latest CSA standard edition of CSA Z662 including Oil and gas pipeline systems as being incorporated through NEB OPR reference. New construction of pipeline furthermore, greater than length of 40 kilo metre needs an assessment of environment and socio-economic condition. This is required under the act of NEB and needs assessments under the Act of Canadian Environmental assessment, 2012.
A filing manual is published by the NEB acting as a guide to the data needed within application. A company generally first files a description of project in advance to the application of formal nature (Hoberg, 2013).
